Area Head Builders

Something I've taken from LPmuds I've seen...

In it, they had a domain system which different levels of builders for the domain. (A domain is basically an area in ROM terminology). There was a head builder (or more than one, depending on the size of the area) that oversaw the entire building process. Then there were builders just below the head builder(s) that were used, if needed, to make sure certain sections were done, such as making sure all the objects were spec'd out and constructed. Then there were ordinary builders that did most of the hard work that didn't need special priviledges to set certain things.

Well, currently there's a Builders field in all areas. This functions for designating ordinary builders. However, let's have a HeadBuilders field that has the same format (except it can't have All in it). An Area Head Builder can access certain commands in aedit (such as the name, the flags, and builders string, maybe the recall room and other pertinant aspects), do area links to normal player areas.

The MAIN Head Builder, though typically should be an IMP, would have access to normally IMP-ONLY items.
